The fifth planet circling a nameless sun. Planets A-D are unknown.

It is a ruined world. An eccentric art detective finds himself enmeshed with two doomsday sects, the Sand People and the Old Ones. His best friend, a pocket assistant of unusual talents, betrays him to work for a wealthy megalomaniac. Two generations later the scheme comes to life when the planet E is settled by people fleeing the Ruined World. A difficulty, that E may be only imaginary, is ignored.

On E, a war of extermination follows the successive waves of immigrants. Eventually a stable if fragile government forms. But one faction is planning a coup. A humble academic, a historian and student of dead languages, is recruited as a spy. The coup is successful, but the compromised spy must be gotten rid of.

On the Ruined World, an eccentric man in charge of the Record of Souls devises a security lizard which is able to break the control of the ubiquitous Eye and return randomness to the world. and we are back at the beginning.
